Reinventing Tax Administration: A Digital-First Milestone
FedTec is proud to have played a key role in the IRS’s groundbreaking shift toward digital-first implementation of tax credits. When the Inflation Reduction Act (IRA) and CHIPS Act introduced over 30 new tax provisions totaling $1.2 trillion in credits, the IRS, led by Shawn Baker, Director of the Tax Provision Implementation Office, took a bold step: launching a fully digital delivery model from day one.
In collaboration with Baker’s team, FedTec’s Vice President of Digital Transformation, Pal Sunkara, helped drive efforts to eliminate paper processes, align business and IT functions, and accelerate implementation. This approach halved development costs, cut delivery timelines, and improved the experience for taxpayers and IRS employees alike. In one example, electric vehicle credits were transferred to qualified dealerships in as little as three days.
What began as a reimagined model for service delivery is now the new standard. “We didn’t just come in organized; we came in with a clear plan and brought people along,” said Baker. FedTec is honored to have supported this work and to continue enabling digital transformation across government.
